It's January 2001 and the United States of America has been dissolved.&lt;br /&gt;
&lt;br /&gt;
The country is in ruins and in a state of anarchy except 5 states&lt;br /&gt;
where new 'Republics' have arisen. Florida, Texas and California&lt;br /&gt;
maintain some semblance of order within their old borders. In the&lt;br /&gt;
north-east, New York has formed a union with Pennsylvania and New&lt;br /&gt;
Jersey to stand together in the coming wars. Chicago, Milwaukee and&lt;br /&gt;
Minneapolis have done likewise, calling themselves the 'Heartland' of&lt;br /&gt;
America...&lt;br /&gt;
&lt;br /&gt;
Canada has split up and may soon be in a state of civil war.&lt;br /&gt;
&lt;br /&gt;
Meanwhile, the events in the United States have caused Quebec to&lt;br /&gt;
secede from Canada. Western Canada soon followed suit, under the&lt;br /&gt;
leadership of British Columbia and joined with American renegades in&lt;br /&gt;
Alaska. The central Canadian government has fallen and is in&lt;br /&gt;
disarray...&lt;br /&gt;
&lt;br /&gt;
Mexico has been reduced to the states around Mexico city.&lt;br /&gt;
&lt;br /&gt;
In the south, the increasingly strong drug lords and industrial mafia&lt;br /&gt;
have rested control of northern Mexico away from the government, while&lt;br /&gt;
the rebellion of Chiapas has spread to other southern Mexican states.&lt;br /&gt;
Under siege, Mexico's government prepares to strike back...&lt;br /&gt;

Cuba and Peru, stronger than ever, are building up their militaries.&lt;br /&gt;

Currently working as an engineer in the Big Mucky of Northern Alberta Canada, and living in transit between Edmonton and Fort McMurray.  Some months ago, Steve and Mike were crazy enough to ask me to help moderate DC and have probably regretted it ever since.  *evil wink*&lt;br /&gt;

I’ve loved the game of Dip ever since my first game – during which a fist fight broke out, some girls got scared and called the cops, two of my buddies ended up in the drunk tank and the third walked around with shiners for the next few days.  (The next night we taped the board back together and launched into another game…)&lt;br /&gt;

0. All rules are as regular Diplomacy save where noted below.&lt;br /&gt;
&lt;br /&gt;
1. Note that the provinces on the eastern edges of the map are the same as those on the western edge. Thus, a fleet could move from Bismarck Sea to South Pacific Ocean to Peru, and vice versa.&lt;br /&gt;
&lt;br /&gt;
2. Those islands that are marked as &amp;quot;neutral supply centres&amp;quot;, as well as Island Colonies, may be occupied by an army. An Army dislodged from an island centre may retreat to another island or a mainland province by convoy, provided that there is a Fleet available to make the convoy and that the convoy does not exceed one sea-space. The retreating army and the convoying fleet must be of the same nationality. This rule applies ONLY to Armies dislodged from island centres. For the purposes of this rule, England and Australia are not considered islands.&lt;br /&gt;
&lt;br /&gt;
3. There are certain supply centres that are colonies. Colonies are building centres for whichever Power owns them. For instance, if Ecuador (originally English) is captured by Austria, then next Fall, Austria can build a unit there. They start under the control of the Power with a starting unit placed there. The colonies are: Alaska, Quebec, Florida, Mexico, Ecuador, Surinam, Brazil, Dakar, Nigeria, Angola, Cape Colony, Somalia, Goa, Malaya, Manila, Hawaii, Melbourne, and Tahiti.&lt;br /&gt;
&lt;br /&gt;
4. There are three special supply centres that may be used for building purposes by specified Powers. The centres and Powers are:&lt;br /&gt;
* Crimea: Russia and Ottoman&lt;br /&gt;
* Naples: Spain and Austria&lt;br /&gt;
* Nanking: China&lt;br /&gt;
The centres may be used for building only after being occupied. For all other Powers, these centres function as neutral supply centres.&lt;br /&gt;
&lt;br /&gt;
5. The Arctic Ocean and the continent of Antarctica are impassible.&lt;br /&gt;
&lt;br /&gt;
6. The arctic coast of Siberia is passable to Fleets.&lt;br /&gt;
&lt;br /&gt;
7. A victory shall consist of ownership of 50 Supply Centres or by concession vote. In order for a concession proposal to be approved, the proposal must carry a three-fourths (3/4 or 75%) majority of all Supply Centres, excluding any that are neutral or owned by a power in Civil Disorder. Thus, with all supply centres occupied, Powers controlling 102 centres can end the game by voting to do so.&lt;br /&gt;
