The game starts in 1790 before the French Revolution. There are 7 player powers (Britain, France, Spain, Prussia, Austria, Ottoman, Russia) as well as additional smaller powers controlled by the GM (these include, Portugal, The Papacy, Holy Roman Empire, etc).&lt;br /&gt;

In this variant the GM has a major role to play as he can create rebellions and even the emergence of new factions such as Poland, and the openning up of Norway and Switzerland.&lt;br /&gt;

Although the game does not appear balanced the GM factions keep it in check as they have a specific (although hidden) agenda.&lt;br /&gt;
