Standard Builds applies to every Diplomacy game unless stated otherwise in the variant being played. Standard Builds refers to the ability to place new units only in a power's original home supply centers.
An Example:
If Standard Builds are in use:
- England can build in Liverpool or Edinburgh (not Norway)
- France can build in Paris or Brest (not Holland or Portugal)
- Germany can not build anywhere, since all his home centers are occupied
