Pandemonium

Variant Description:

Pandemonium is a simple builds variant in which builds can be ordered only on units that are unoccupied and belonging to another power.

• If two nations order a build in the same location, then the builds cancel out
• Control of centers is decided prior to Winter Builds. (i.e. Simply building in a center does not gain control of it - it must be held for a full game-year after the build)

This variant has yet to be playtested and is still in development

Pandemonium Builds Example:

In this example:

• England may build in Spain, Brest, Holland or Kiel
• France may build in London, Holland or Kiel
• Germany may build in Spain, Brest or London
