Chaos Builds refers to the ability to place new units in any free center that a player controls. This differs from standard builds in which a player can only place units in available home centers.


An Example:



If Chaos Builds are in use: •England can build in Liverpool, Edinburgh or Norway •France can build in Paris, Brest, Holland or Portugal •Germany can build in Holland


Variants In Use:


Chaos Builds are typically used in: —the Chaos Variant (for which the variation is named) —variants with larger maps —variants where certain powers need to be able to overcome geographical difficulties (such as having no home centers bordering water) —or where the GM announces at game-start that Chaos Builds will be utilized
