1. Capital cities are worth two SCs. So London, Paris, Berlin, St.Petersburg, Vienna, Rome and Constantinople are worth double (giving the variant it's name X2 or "times two").

2. This means that in Spring 1901 all countries start one unit short.

3. There are now 41 SCs on the board, giving 21 for victory.
