Chaos Builds refers to the ability to place new units in any free center that a player controls. This differs from standard builds in which a player can only place units in available home centers.

If Chaos Builds are in use:

  • England can build in Liverpool, Edinburgh or Norway
  • France can build in Paris, Brest, Belgium or Portugal
  • Germany can build in Holland

Chaos Builds are typically used in:

  • the Chaos Variant (for which the variation is named)
  • variants with larger maps
  • variants where certain powers need to be able to overcome geographical difficulties (such as having no home centers bordering water)
  • or where the GM announces at game-start that Chaos Builds will be utilized
