Chaos Builds refers to the ability to place new units in any free center that a player controls. This differs from standard builds in which a player can only place units in available home centers.
An Example:
If Chaos Builds are in use:
- England can build in Liverpool, Edinburgh or Norway
- France can build in Paris, Brest, Belgium or Portugal
- Germany can build in Holland
Chaos Builds are typically used in:
- the Chaos Variant (for which the variation is named)
- variants with larger maps
- variants where certain powers need to be able to overcome geographical difficulties (such as having no home centers bordering water)
- or where the GM announces at game-start that Chaos Builds will be utilized
